After transferring file from old laptop to new laptop, using file transfer program that came with the new laptop I cannot boot up.

After transferring files from old laptop to new laptop, using the file transfer program that came with the new laptop, I get the desktop screen with not bottom ribbon for apps. The screen keeps blinking on and off. Tried a hard reboot but got a bit locker screen. Every thing after that just recycled to the bit locker screen and I do not have a bit locker key. I created a Windows Installation Medium on USB drive. I was able to get to the point where I could either repair the computer or load Windows 11. The repair took me to the bit locker screen.
