Can't shrink volume more than 2GB

Good day, I am an MCSE in windows 10The UI won't allow me to shrink more than 2GB off a 200GB free drive, any ideas? All optimization has been done, hibernation disabled etc no luck. Any insight would be great I'd like to duel boot Best,Dylan
