Laptop losing access to all Wi-Fi networks after 30 seconds up on restarting laptop

[Windows 11]

I’ve been struggling with this issue for a few days and even after doing a factory reset the issue still persists. I am unable to turn off the laptop normally and need to do a hard shutdown to get it to turn off. When attempting to update my drivers it says that are all up to date on windows. All the rest of my devices are working with the internet flawlessly. Please help!
