system settings y runtime broker are constantly crashing, lots of events, but reset and windows repair via update aren´t working, what can i do?

Ive read and followed a lot of posts and recommendation made to others with many of the same problems - though not allI´ve cleared the Windows cache, I´ve set up a new profile and same problem, I tried the repair via Windows Update and it tells me there is no current repair update version available, I tried a restore, that didnt help, I tried to reset (via the regular menu and the blue boot menu (i restarted and that menu popped up although I hadnt hit f12 and , but it wont download. I think it´s not connecting to the internet, though i have no problenm connecting myself (10 GBps connection).
