I accidentally made my only user on here a guest user and i dont know how to make it back to a admin user

When i tried to change my user to owner from admin using netplwiz it for some reason made it a guest user and I dont know how to change it backI got told to go to safe mode but for some reason when i try restart the pc to do so it says "your device ran into a problem and needs to restart" I am not sure how to fix this
