How do you make sure the Windows 11 ISO will be able to be extracted with Rufus

I have downloaded multiple Windows 11 ISOs, and ran all of them through Rufus, and all of their extractions failed at some point in the file. Even when I tried to boot an OS through my Dell Latitude E6420 with a BIOS 25, it would say that it's trying to boot a UEFI OS inside of Legacy Boot mode (I'd say that the message on the bottom is correct when it says it can't boot). I've tried this atleast 10 times and none of them worked. Does anyone have an answer to this? (It's also frusturating that my internet is slow, but that's a different story)
