my Dell desktop locks me out for 2 hours each time the home electricity shuts down

Hello,I live in an area where the electricity shuts down several times a week for a few seconds. As a consequence, when I restart the computer and put the PIN, my desktop gives me the message that "sign-in option is disabled for failed sign-in attempts or repeated shuts down...". I have not made several sign-in attempts and the electricity only goes down once per day...Then I have to wait two hours, and when I put the PIN I can login-in again.This is very annoying and stops me from working for two hours each time it happens.
