Persistent ERR_SSL_PROTOCOL_ERROR

why do i always get ERR_SSL_PROTOCOL_ERROR whenever i am performing a system update on newly reformatted Alienware R4 15? I tried with windows 10 and windows 11 separately but still had the same issue. I did everything that the internet and this community has to offer but none has worked. When newly reformatted, everything works well. I can visit any website i want (facebook, youtube, etc). But once the windows 10 or 11 starts updating, things start to fall apart.
