There is no button or tab to add a family member

[Windows 11]

I've created a MS account for my son when starting up a laptop. I've tried to add his account to mine but there is no tab or button available to add a family member from the browser family safety page. In one box it has "you" , then my name (family organiser), then it scrolls down to features. Nothing on adding a family member.
