Why is my server getting thousands of requests for non-existent files from MS IP addresses?

My logs are showing lots of requests like the following from at least a dozen IP addresses starting with 52.169. which all seem to be MS ones. (Example below)These requests don't have any identifier such as BingBot. How can I ask MS to stop making these requests as they do at times slow my server down and cost me money? What are the addresses used for?
