PC boots but after the Windows 11 jingle plays, there is a black screen with mouse cursor being the blue throbber

Hello I'm at my wits ends.I've had trouble today with my pc not executing shutdown, neither through the shutdown button, nor cmd shutdown. I forced it to shut down through the power button, but now my when my pc boots up, there are no troubleshooting lamps on my motherboard, my bios seems to be booting up normally too (Although I cannot access my bios either) and then the Windows jingle plays, but nothing happens. There is only a black screen with the cursor being able to be moved, but it shows the blue throbber the entire time. Nothing happens from then on, I tried finding over solutions over
