Why is my brand new laptop stuck in a loop on the "Setup Microsoft Account" step?

The laptop is a Samsung Galaxy Book 4. We (my wife and I) are trying to work through the Windows 11 setup process and have got through the steps leading up to "Setup Microsoft Account". We have set up a user name and password, but get the error message "Oops, something went wrong". We've been through endless re-tries of the setup procedure after power off and on again, but without success and keep getting stuck at this step. We have tried the password change process, and received a verification email on a separate device, so the laptop is at least working over the internet. Any suggestio
