why is everything using so much of my GPU

every time I boot up a game or other apps it uses almost all of my GPU.idk why it is doing this but all I know is that there might have been some signs of it happening like when I tried to download something and it never letting install it nor get rid of it because all of my GPU was being used for it and that I somehow didn't have enough disk space with over 100 GBs on my second hard drive.Also, when I'm looking at my GPU usage some of most of it is being used without anything but task manager using at least 15% of my GPU.I use an AMD RYZEN 5 processor, and I have never experienced anything li
