Get access denied error while reset it's path to the default location, how can i fix it?

I tried to use the folder properties to move my Downloads folder. Unfortunately, I when I tried to move it to the location I wanted it to be and it said "Can't move the folder because there is a folder in the same location that can't be redirected. Access Denied", I then tried to reset it to the default location, but it is throwing an the same "Access Denied" error. Is there any way to get it fixed without rolling back my system to a previous date? Also, the Downloads folder is in a One Drive folder and I don't want it there if that helps.
