How many users (students) in a school can legally use one computer with a store-bought version of Windows 11 Home or Professional installed?

Can you have say, 10 users (students) using the same computer (located in a classroom) at different times during the course of each semester? One user at a time. They would have different logins on the same device. The device administrator would be the teacher of the computer class. The computer would have been built in class and have a legal retail version of Windows 11 Home or Professional installed. The only other software on the computer would be DaVinci Resolve (free to schools) and possibly VLC media player (free). My only concern is Windows. I am assuming businesses do this all the ti
