after monitoring my usage on task manager. I have noticed that the 'system' task was using 12% cpu usage and was using "high" power usage. I right clicked on it and it directed me to 'ntoskrnl.exe'. I have tried every solution from performing a clean boot to running sfc /scannow and other dism command lines. I also recently did a full wipe on windows and it came back! The games that I play the most are Fortnite and Rust. In which they both stutter every few seconds, I know my build has the potential to run these games smooth.
