Why can I no longer access my bios any time I restart? I am running Windows 11 Home 64-bit

I built a new gaming PC. The motherboard I have is a ASUS ROG Strix X870E-E Gaming WiFi (AMD, not Intel) and I have all of the proper drivers, firmware and latest BIOS installed, as well as all Windows Updates.Any time I restart my computer or boot up from it being powered down, I no longer see the post screen that prompts you if you would like to access the BIOS. Screen stays black until Windows starts and prompts me for my PIN to login. Nothing I try allows me to access my BIOS. What can I do?
