Does the "Energy Saving" feature in Windows 11 affect the overall performance of a laptop even when plugged in?

I usually use energy saving when using battery and I get that it would decrease its performance, I know as well that using the laptop plugged in would perform better, but I'm curious why the energy saving mode is also available when it's plugged in. By any chance this still decreases power consumption leading to degraded performance even when plugged in?
