My PC is stuck on a “blue page” and won’t allow me return to my homepage screen. The error stop code is Inaccessible Boot Drive. What should I do? I’m stuck in this perpetual error loop.

My PC is stuck on a “blue page” with a stop code: Inaccessible Boot Drive, and won’t allow me to return to the desk top. It’s stuck in a perpetual error loop and keeps asking me to restart the computer, which does nothing. What should I do?
