Can't reset PC.

I'm trying to reset my PC, but it tells me there is no recovery environment, so I tried to make a recovery drive but it tells me I'm missing required files and to use my windows installation media. I can't access the original thumb drive I downloaded Windows 11 off of as I got it from a friend, but when I try to download it on my own thumb drive it gets stuck saying "updates are installing" or something like that at 46%. I waited at least 15-20 minutes and it never moved from that percent, so I can't install the recovery media either. I also can't access the internet (except for specific websi
