How do I identify the specific program causing a CPU spike? (Windows 11)

I'm trying to identify the cause of a CPU spike to improve game performance. However, whatever problem is causing the lag is also lagging my computer to the extent that Task Manager won't open until the lag spike is over. After the lag spike, I can go onto Task Manager and see the lag spike, but not what's actually causing it, like this:I've tried using a program called Process Explorer, which I've been told shows me the program with the highest CPU usage in the System Information section.
