Having trouble with doing a clean install, it seems to get stuck loading on the windows 11 setup step.

I started the install and left it for a while, came back and it was back to first installation screen. It seems like it deleted my old windows install as it should as that's no longer a boot option but then came back to the windows install? Is this normal for it to sit on this loading for so long? It's been about half an hour so far.
