V-Sync Permanently On

[Windows 11]

Hello! So I have a dell laptop, with a 6th gen i7 cpu, 16GB RAM, and an intel hd graphics 530, in theory it shouldn't really struggle in day to day tasks or even gaming.I've always been running window 10 on this laptop, ever since i heard the news about the october window 10 support termination i installed windows 11 instead, i of course bypassed the requirements to install it but it shouldn't have been a problem really, the only problem i'm facing is v-sync, i've always had v-sync off in most of my games, but right after i installed windows 11, my games were locked on 60 frames even when i tu
