I purchased HP Laptop last week in Germany and My Windows 11 system language is not changing to English, it still being german language

I have recently purchased HP Laptop (last week) in Germany and it has Windows 11 OS installed with this laptop with German Language as system language, but I want to change the language to English which is not changing to English, it still being german language I tried with installing English language packages, setting to english package, also changed the administrative language setting as well to English, but still German language is not removed.So I request here your support for changing the system language to English
