How do I fix these administrator issues?

First of all, I have no idea who or what this "administrator" is. There is nobody else that uses my device or my microsoft account, so when an issue pops up and it tells me an administrator has restricted something, it's very frustrating because I have not made any changes to my windows. Anyway, the restart and shut down buttons are gone. When I tried to do the Alt+F4 shortcut, it does not allow that either. I attached a screenshot of the message that pops up when I do that.
