Previous Windows versions are not affected. The enumeration of USB devices seems to be faulty. Obviously affected are mice which feature a "high-resolution wheel".Scenario:1. Connect a Mouse with a high-resolution wheel to the system2. Boot-up3. Notice during boot-up Windows detects the high resolution wheel and enables it in the mouse (correct, can be observed by USB analyzer)4.
