How to prioritize execution of applications over another after windows start up ?

Hello, I want to prioritze execution of some application over another, let's say I want "open rgb" so my rgb doesn't come after 10 secds at the start up at the logon, I can do it but I don't want it to take more time than like useless thing like "vanguard anti cheat". Can I make it ? Or does windows already do the work for me.
