Bluetooth is not working

I have tried everything from rolling back drivers to updating BIOS. Bluetooth is constantly turning off and on unless I disable Bluetooth. When I first built the computer my bluetooth was working. I also cannot install this one update: Hewlett-Packard - USB - 12/12/2014 12:00:00 AM - 35.0.56.52825 with the error: Install error - 0x80070103. Also, my windows troubleshooter for this problem does not work. Does anyone know what could be wrong?
