Machine already has WIndows 11 Pro installed on it and I want to do a clean install but it fails

I have a server that currently has Windows 11 Pro installed on it but it was installed by a friend using their account. I want to do a clean install and purchased a copy myself of Windows 11 Pro. I run PC Health Check on the machine and it passes. The machine far exceeds all the minimum specifications. I downloaded the install to a bootable USB drive because the installation tool fails since I already have Windows 11 Pro installed on the machine. When I boot from the USB drive and try to run the install it fails telling me the machine does not meet the minimum specifications.Help! I'm totally
