Can't rotate Motion images in Photos

I've downloaded some photos from my Pixel 9 and some of them came out as motion or live photos. I want to rotate them on Windows but because they're motion, the rotate button at the top left is greyed out and no way to do it in the default Windows 11 Photos app.Please fix this!
