My Windows Hello does not work with facial recognition on boot.

Whether it's the first boot or a reboot, it forces me to use my PIN instead. It also takes three minutes to boot. I just got it a couple of months ago. This is my third Surface and the first with issues at all. Facial recognition works fine to unlock the computer. I've talked with someone on the phone for help but got nowhere. It seems that this only happens when I'm connected to my external monitor. If I disconnect that, the Surface boots beautifully. The monitor is a ViewSonic VX2252 series using the "Generic Monitor" driver in device manager.Surface Pro 11 SpecsDevice name Dragan Processor
