Windows Start menu and Search bar not working because of changing ownership of C drive access permissions.

I wanted to access some files on C drive but my access was denied. I tried giving changing access permission from System to other user but it still did not work. In the end I tried changing ownership of the C Drive and I gave permission to change all the windows files to apply changes. Now my main problem is that my Start Menu and Search bar does not open. I have tried changing the ownership to System again but no use. I also tried to restore with a restore point and Sfc and Dism commands and it did not work. I’m worried how do I fix this issue. Hope you will reply on this topic soon.Thank you
