Deleted two files, recycle bin emptied 4 months ago (when i deleted them) Still there taking up space!

I have been confused on this for a while but, i have deleted two files after i got my siblings pc, i had downloaded VOICEMOD, and BLUESTACKS months ago, but deleted their files, not directly from installed apps. When i go on installed apps, they are still there and taking space. (459 MB, 319 MB.) I have nothing in the recycle bin, its been emptied around 10 times since i have been deleting a bunch of files, and VOICEMOD, BLUESTACKS have been just sitting there for a month and it wont allow me to delete it, i dont know if i made a mistake deleting the file in file explorer or not but its ann
