Update 938979 Fails on MS Windows Vista Ultimate with error 800700

Hello,

 

I realized that 938979 failed to install after a few restarts. I tried to

Stop the Windows Update and BITS services, delete temporary update files and

start the WU and BITS services as described in the help, but it didn't solve

my problem. I also tried to download and manually install the update. Now I

can see that the installation status for the update is Successful in my

update history however, Windows Update still tries to install the update and

fails.

 

Under Programs and Features > Installed Updates I can not see the 938979

update.

 

I also tried to install the update after disabling Norton 360 but it did not

help either.

In XP, any version of Norton AV was fingered as a culprit for damage to

BITS .

for confirmation of this 'behavior'.

 

It wouldn't be that much of a reach to once again point the finger at

Norton for 'behaving' in the same manner when installed in Vista.

Add to the above fact that in Vista RTM, BITS is *very fragile* and one

can see why updating Vista has become such an unpleasant journey for

some Users.

 

So far, MS has provided two updates for BITS issues in Vista.

The first one deals with the corruption of BITS state files :

It automates the removal of Qmgr files that are located in the

Programdata\Microsoft\network\downloader subfolder.

 

The second one, http://support.microsoft.com/kb/939159

deals with

> This problem occurs because the Background Intelligent Transfer Service (BITS) state

> files are corrupted. This problem stops the host process for Windows Services. This

> behavior prevents you from using BITS to transfer files.

> RESOLUTION

> An update is available to prevent a BITS crash on a Windows Vista-based computer.

 

First, try the automated tool in KB940520 or follow the manual steps to

remove the relevant BITS files.

Second, download the update manually and SAVE it.

 

Third, *disconnect the system* from any network/net connection prior to

disabling Norton 360.

 

Fourth, TOTALLY and COMPLETELY disable Norton 360 first. Make sure that

*any*

Norton service is not running in the background !

Consult the Help file or visit the Symantec web site to learn how this

is done.

 

Fifth, *right* click KB938979 and choose 'Run as administrator'

> If you are logged on as a standard user, or if UAC is configured to always require

> credentials, enter the appropriate credentials, and then click Submit.

> If you are logged in as an administrator and UAC is not configured to always require

> credentials, click Continue to start the application.

After the update installs, restart the system.

*** REENABLE*** Norton prior to reestablishing any network/net connection

 

If the update is once again reoffered, then download and save

KB939159.

Disconnect and disable Norton once more.

Install KB939159, restart whether prompted to or not.

Install the saved KBKB938979 *without* using 'Run as admin'

Restart, reenable Norton, and then reconnect the system.
