I had the same issue but I found the cause, and a non-destructive fix.

 

..NET, SQL 2005, Visual Studio, MSXML and many other packages that use

Windows Installer tend to drop MSI and MSP files in C:\Windows\Installer.

 

Updates to such packages often seek the original files in this folder.

The .NET patch q928366 is one such update.

 

But these files can be rather large and you can end up with a lot of them,

and if the C: drive gets full, some people identify this folder as using a

lot of space and figure that .MSI and .MSP files are not required for any

existing software to run, so they are safe to delete...

 

On my server, the MSP & MSI files had been moved to another drive, and if

you hover the mouse over them or right-click and select properties, summary,

it tells you what each was for.

 

I just copied all the MSI and MSP files that identified themselves as

relating to .NET back to C:\Windows\Installer and reran the patch, and it

worked, no problems.

..... I've been trying to fix this thing on and off for months now. I followed

Sam-R's steps to the letter but to no avail. But along with his information

and many others I accidentally stumbled into the same fix, for my situation,

of two boxes one win2k Pro and the other XP Pro. This is what my most recent

approach has been (I've lost all procedural concepts along the way with this

thing) :

 

..... The same as Sam-R has done, go into ADD/REMOVE and remove any and all

traces of anything that has (.NET) in it IF you can.

 

..... Go to WINDOWS INSTALL CLEANUP and remove anything that has (.NET

FRAMEWORK) also.

 

..... Download and run dotnetfx.exe

and when it asks if you want to install NET FRAMEWORKS say yes and let it

install.

 

.....You may also need to download "NDP1.1sp1-KB867460-X86.exe"

and install it in the same directory, run it after running (dotnetfx.exe if

necessary).

 

..... Now, once all of the above has been accomplished, DOWNLOAD and run each

of these two files IN order.

..... Both of these files will ask for your acceptance and will take a while

to install (3-6 or so minutes). After the install finishes for both, go to

WINDOWS UPDATE and download any additional (.NET FRAMEWORK) and install

normally. This is what worked for me and finally removed the gold shield from

the bottom of my screen.

Have the same problem this end!!! frustrating!!! I looked at the quantity to

download and it says nil, also the time is the same!

I managed after many attempts by simply going onto a different server. I had

been trying unsucessfully on Google and the first attempt on Yahoo was

sucessful. I had been able to download but not install. .Netframework 1.1.

update.

Because of the update given - assuming Windows XP is your OS...

 

Updates are not installed successfully from Windows Update, from Microsoft

Update, or by using Automatic Updates after you repair a Windows XP

installation

Ignore the title... Try both methods and reboot. Visit

http://windowsupdate.microsoft.com/ and do a custom scan. Do not install

Optional Hardware updates. Come back - let us know...
