Can't reinstall windows in safe mode, but that is the only way I can move around

I am trying to reinstall windows 7 on my laptop because it is not letting me move around into programs. The mouse works, but I can't enter programs or even get into the start/run area. I can only move around in safe mode. Maybe I have a virus. I don't

know, but I followed the instructions on how to reinstall without a disk. I downloaded the home premium 64 bit version. Then I tried to download the Windows7-USB-DVD-tool, but it will not run. Message says it can not run in safe mode. Since the computer won't
