Why can't I copy an 8 GB file to a 32 GB flash drive?

I've tried to copy a large file (almost 8 GB) to two different 32 GB flash drives. In each case, I get the message "file is too large" (or something to that effect.) I am running Windows 7 x64 on an ASUS desktop computer.
