Cannot Run Aero themes - windows desktop manager disabled

I have a new Laptop with Windows 7, windows Aero has never run on this machine. When I run the Aero Themes trouble shooter it says Windows Desktop Manager Is Disabled, when I try to turn it on it will not let me. I have tried to restart it and that doesnt

work.

 

I have checked and my laptop should be able to run Aero views.

 

My Machine is a HP Elitebook 8460P

4.0 GB Ram

 

My Windows Experence Index is 4.8

 

I have searched the net and tried almost everything, does anyone have any ideas?
