How can I block spam on Windows 7 Live mail? The settings under safety options do not work.

I am trying to block spam by limiting E mail to those on my contacts list. I have set the safety option to that setting. It does not stop any thing. Is there anything I can do? I paid for premium support and spent hours trying to get help on the phone.
