K2600217 and K2646351 still require install and restart after doing it....10 times

Updates K2600217 and K2646351 still appear on update list after restart. Deleted update cache tried again. same problem. Shows as installed...ten times...on update list, but still is there waiting to be installed.

 

 

Any suggestions?
