What does it mean when your windows 8 laptop still has "restarting" on the main screen for more than

I had 10 updates available and I decided to restart it while updating the laptop, but then it kept on showing the &quotrestarting&quot loading thing on the screen for more than an hour. What does that mean? Should I wait or remove the battery then re-turn it on?

The model is a 7246 us windows laptop
