I upgraded to Windows 7 Ultimate from Vista Ultimate and now, I get windows explorer will not start

I upgraded to Windows 7 Ultimate from Vista Ultimate and now, I get windows explorer will not start when I click on Control Panel. I tried reinstalling several times and continue to get this error. Is there any other way I can do this upgrade to eliminate

these error. Also it will not allow me to load new programs like Office 2010 witout getting errors too.
