poor quality blue tooth connection using a dongle

I have tried two bluetooth dongles and have poor (unusable) reception when linking to my jawbone speaker and to my hearing aid device. Both of these connect with excellent quality to my galaxy s3 phone. I have a Dell Latitude E6420 using Windows 7 Pro

and a 64 bit operating system
