After patch install receriving the following error message: The procedure entry point SetThreadPrefe

Since the install of a patch on 2/14/13, I am receiving an error message on reboot.

I had NO problems prior to the patch.

This is the error message when I reboot my system.

 

The procedure entry point SetThreadPreferredUILanguages could not be located in dynamic link library KERNEL32.dll.

Searching the MS Website, it references the RUNDLL32 file.

The patch appears to revolve around RUNDLL32.EXE dated 2/14/2013.

The following are the prefetch files involved

This error results in MS IE crashing and restarting with the following error.

AppName: iexplore.exe

AppVer: 8.0.6001.18702 ModName: mshtml.dll

ModVer: 8.0.6001.19400 Offset: 00095abe

I have submitted 3 crash reports for your review.

I am running Windows XP 32 bit Media Center Edition V 2002 SP 3 on a Pentium D CPU 3.20 GHz

3.19 GHz 2.5 GB of RAM
