Windows 7 is updating but has been stuck on "installing update 3 of 15". Says do not turn computer

I restarted the computer several hours ago and the computer screen is showing new updates being added - do not turn off computer. However, it is stuck on installing update 3 or 15. Should I turn off computer and try starting again?
