In SERVICES I do not have bitsadminupdate where is it, how do I fix it?

I have done everthing I can to fix this. I have ran 4 or 5 + FIXIT from microsoft. It tells me the probelm, but not how to fix it. I cannot install any updates, I cannot run bitsadmin.exe...I'm pulling my hair out , and losing sleep trying to fix this.

Can anyone help?
