Security update for Microsoft XML Core Services 4.0 SP3 for x64 Systems, error code 00000643 and dt0

Repaired .NET Framework 4.0, tried the Windows Update troubleshooting download, also used the .NET Framework cleanup tool and reinstalled the .NET Framework 1.1, 1.1 SP1 and 4.0 Client Profile - the update still fails. This is the only update that will

not install (Windows 7 Home Premium 64 bit OS). I also have a Windows XP SP3 32 bit computer and a Windows Vista Home Premiun 32 bit computer that this update successfully installed on. Last update for XML 4.0 SP3 was KB2721691 on 8-29-2012. Need help

to get this installed.
