I cannot install vista service pack 2 on my pc. Can I buy an upgrade disk to windows 7 or 8 and ins

I need to install service pack 2 on my dell pc which has 4gig ram and about 300 gig free space. Since update will not install, can I buy an installation disk for windows 7 or 8 and install it over exsisting vista 32 bit.
