People App - Cannot add one contact as favorite others work fine

Using Surface RT - My most frequently needed contact can not be added as a favorite. All other contacts can be favorited and unfavorited. Seems to be something wrong with this one contact but I don't see any problem with the information in the contact. I
have edited and saved the contact. I'm out of ideas.
