I give up, I choose to call the Avira App a virus.
I tried Gino Des' Post and NEVER did find anything that says: Blocking Application. I found a bunch of True Values. I was so proud of myself that I got as far as I did with this post. B-T-W, very well written if you understand what you're doing.
Sumit suggested I open: https://aka.ms/AppRPS nothing there, it said a Zip File would appear - not on my computer.
When I wrote directly to Avira, they were very responsive but they finally suggested I contact several local Computer Geeks to assist me, which I did but they all charge $100/hr., I don't have that kind of money. They also wished me luck, all agreed no easy task in removing this App.
